Cultural and Humanitarian Cooperation

Cultural and humanitarian cooperation between Belarus and Tajikistan is steadily expanding.
As part of its allied support for the fraternal people of Tajikistan, and to expedite the recovery from emergency situations, Belarus provided humanitarian aid to Tajikistan in 2008, 2009, 2010, 2015, 2018, 2021, and 2025.
In the field of science and the development of innovative technologies, close ties have been established between the National Academy of Sciences of Belarus and the State Committee on Science and Technology of the Republic of Belarus with organizations in the Republic of Tajikistan conducting scientific research and training highly qualified research personnel.
The parties regularly implement joint research programs in horticulture and vegetable growing, comparative analysis of natural flora, the chemistry of new materials, cellular technologies and nanobiology, and the development of unmanned systems. Competitions for Belarusian-Tajik scientific and technical projects are also held. An exchange of information on the status and prospects of scientific development, planned scientific and technical events, and exhibitions has been established, with representatives of both countries invited to participate.
Cooperation between the Republic of Belarus and the Republic of Tajikistan in the field of education is maintained both through direct interaction between educational institutions of the two countries and through platforms within the Commonwealth of Independent States.
Contacts are being strengthened in the area of ​​advanced training for teaching and research staff, and representatives of both countries participate in international educational events held in the Republic of Belarus and the Republic of Tajikistan. Joint educational programs are being implemented at the level of higher education institutions.
The annual Forum of Higher Education Institutions of the Republic of Belarus and the Republic of Tajikistan, which brings together rectors of leading national universities, has demonstrated high productivity. As part of educational cooperation, four joint faculties have been established:
 — a joint faculty of the Tajik National University with Belarusian universities (the Belarusian State University, the A.D. Sakharov International State Ecological Institute, the Belarusian State University of Technology, and Polotsk State University);
 — a faculty of civil aviation of the Belarusian State Aviation Academy and the M.S. Osimi Tajik Technical University;
 — a faculty of engineering and technology of the Belarusian National Technical University and the M.S. Osimi Tajik Technical University;
 — a joint faculty of Polotsk State University based at the Technological University of Tajikistan.
The Center for Belarusian Education, Science, and Culture has been operating at the Tajik Technical University since 2018. In September 2023, the Center for Belarusian Language and Innovative Technologies was officially opened at the Tajik National University.
In accordance with the 2013 Agreement between the Government of the Republic of Belarus and the Government of the Republic of Tajikistan on Cooperation in Higher and Postgraduate Education, citizens of the two countries have the opportunity to study at educational institutions and other organizations within the education system, including through student and teaching staff exchanges, and to participate in Olympiads, competitions, tournaments, festivals, conferences, symposia, congresses, seminars, and other educational events, as well as in sports, social, scientific, technical, experimental, and innovative activities, and international educational events. By agreement of the parties, five students may be accepted free of charge to the full course of study at the first stage of higher education, two to the second stage, and one to the candidate of science degree program.
Universities in the two countries can exchange teaching staff, educational and methodological documentation, educational publications, including textbooks, and informational and analytical materials. Furthermore, Tajik citizens can study at state institutions of higher and secondary specialized education in the Republic of Belarus under Decree No. 232 of the President of Belarus dated June 12, 2018, “On Education Grants.”
Intercultural exchange has great potential. Working contacts have been established and maintained at the level of the two countries' ministries of culture, exchange visits of creative groups have been organized, and joint participation in music and film festivals and exhibitions has been organized. The Days of Culture of the Republic of Belarus in the Republic of Tajikistan and the Days of Culture of the Republic of Tajikistan in the Republic of Belarus, held annually in the capitals and other cities of our countries, play a special role in this area.


Belarusian and Tajik filmmakers maintain creative collaboration both through joint projects and participation in the Minsk International Film Festival “Listapad” and the Dushanbe International Film Festival “Toji Somon.” Collaboration has also been established through the national film studios “Belarusfilm” and “Tajikfilm.”
Constructive cooperation between Belarus and Tajikistan is developing in the areas of historical and cultural heritage preservation and library and archival services.
The parties are implementing systemic measures aimed at developing domestic and inbound tourism, including establishing close ties between tourism service providers and raising public awareness of the potential of the Belarusian and Tajik tourism industries. Mutual participation in exhibitions, such as the International Tourism Services Exhibition and Fair “Otdykh” (Minsk) and the Dushanbe International Tourism Exhibition (DITE), plays a significant role in this work. To develop cooperation in sports, the parties annually exchange lists of major international sporting events held in the Republic of Belarus and the Republic of Tajikistan. Belarusian and Tajik athletes regularly travel to participate in international competitions in tennis, judo, sambo, kettlebell triathlon, archery, and friendly football matches held in our countries.
Constructive cooperation between Belarus and Tajikistan continues within the framework of the Council for Physical Culture and Sports of the Parties to the Agreement on Cooperation in Physical Culture and Sports of the Member States of the Commonwealth of Independent States.
